Minimum wage will soon be $15. This skilled position, and for someone who actually knows what they are doing starts at $40,000 annual (not minimum wage). Add to that the hidden costs the employer pays and you are at $60,000 for payroll expenses.
This is a critical position for your company. If you select lowest bidder, your costs per conversion will increase as conversion counts go down.
NOTE: You should add the skill of creating good copy. As you should be aware, everyone is looking for the same person. Your biggest challenge will be retention, not finding the $60,000 to get them on-board.
As others have suggested, this may not be a full time position. The great discouragement to aspiring new hires is under-utilization of their skills and lack of opportunity to develop new skills.

For in house you are looking at a starting salary of $50,000 and up depending on their experience. I have been offered $120,000 and turned it down. I would suggest you outsource the blogging, hire an SEO company who also knows how to monitor the blogging, (hard to find)., and then hire a va to be your ISA. That depends on the person's skills level. Lead gen comes if you have good social media. SEO can be costly 200-400 a month. It will take several months to get to the 1st page. Most is done overseas as in the US they want $60/hr. You can post help wanted on Craigslist ask them to give you bids. Many are young people not always good. They want to redo your webpage, this and that.
You also need to have ample listings as if your webpage inventory is empty. It does not help much.

Are you saying a full-time salaried person on staff, in your office, 8 to 5 M - F?
You would need to pay them at least "the cost of living" in Orange Park / Jacksonville. Here in Tallahassee, it is hard to exist on less than $30K. Anything below that, they need a second income, or a roommate.
Consider running an ad that says, "Salary commensurate with experience". Then ask the candidate how much they desire to be paid.
