I was in Toastmasters for 5 years and I have started 4 networking groups in the last 13 years, so step one is having a base.
You need to secure a location that would able to host it, with easy access & parking
You'd want to have a verbal commitment of 20-25 to have 15 for sure and talk to Toastmasters about how they help supplement your roster.
It's easier to recruit new members, when guests visit and see a full room and you need enough to cover all the roles that get handed out each meeting so no one has to pull double duty..
