We live in the Tucson area, and have only lived in the Tucson area, so I don't know what would be the 'best city' since I have only lived in one, and have nothing to compare it to! It would depend on what the person building their dream home would want and like, as there are many lovely areas with outstanding views!

I probably wouldn't build a dream home in Arizona. I'd find a home in one of the DelWebb communities, with all the amenities... golf courses, clubhouse, pools, tennis courts, scads of activites, etc. Sun City West maybe.
