There are NO "state" water systems I am familiar with. Normally, they are controlled by a local water authority, a municipality or properties have an individual or community well. Our home, here in Virginia, is on a community well system that my husband maintains.
I'm reading into YOUR question here but water "quality" is a current and appropriate concern. Buyers should always request a water quality test, NOT by the water provider, but by an independant agency like a health dept. or other testing facility; of water drawn from the tap at the property.
With ALL the problems in the news, I think I would make that a standard clause in my contract offers if I was a buyer's agent. I suggest it to MY borrowers all the time if they haven't already requested it !
