I try to touch stale contacts at least quarterly. I use email and FaceBook to remind them that I am still here if they need me. I alert them individually if I have a new program or offer that might fit their circumstances as a motivator.
For more recent contacts. I try to touch them AND their Realtor on a monthly basis to see if they are slowly progressing and to make sure I am still in their plans. Usually, they have a new question or concern that I respond to immediately and they often become more active as a result.
I try to touch slow or stale contacts without being overbearing or a nuisance but just enough to maintain an open line of communication.
