I saw it moved on the east coast last year due to something called "snow."  Out here in Southern California it rained about 50% of the halloweens when I was growing up.  No biggie.  I'd say that unless it is severe weather that the day stays the same.  People prep for the 31st, might not be as many participants on the 2nd.

i do think the "holiday" could be done on a friday or sat.. rather than 7 days a week... not knowing if it will fall on a wed or whatever

From a practical and logistics point of view, it would be almost impossible to get everyone on the same page with "what ifs".

If it rains here, kids go to the nearest mall and there are a few to choose from. I like the tradition of it staying on the same day. We still get kids trick-or-treating even when it's raining.

If the HOA has the authority to do this, they are the ones who should make the decision. 

Many will object to the change since some home owners would prefer to see fewer trick or treaters.
