Well as a resident of SoCal, I'd say: 60-65 is quite cold. 50 would be freezing cold:) And I can not even think of 20F!

Below 20 degrees is cold to me.  Usually there is wind with it, making it feel much colder.

Next time I am getting up to your neighborhood, Bill it will be cold.  I like my visits to Minnesota to be at least 10 below or colder, it keeps the water frozen and mosquitoes dormant.

The low teens seem pretty cold to me. Anything above that I'm still wearing a fleece vest...but yet we have a dry cold compared to your damp cold, and that does make a difference.

For me in Sunny Southern California, 60s is when the shorts go away and the pants go on.  50s is jacket weather.  30s is when it gets too cold to sleep with the window open.  20s... doesn't exist.

I'm pretty much ok with any temperature above 20 degrees, as long as the road conditions aren't hazardous.   As John Meussner , said... it depends on whether there is wind.

I knew you were going to bring up wind chill.  When I was at the University of Minnesota (Mpls), I wore thigh highs, knee highs, slacks over all that, and several layers under a sweater.  On top of that was a long coat.  I used the tunnels to get between classes, and I was still cold...

We are very wimpy here, when it hits 40, people pull out their fake fur coats.  LOL A

Depends if there's wind.  If no wind, I consider anything sub-40 pretty cold (although since moving to CA, anything sub-65 FEELS cold).

As long as it is not damp in the air, I can handle the cold.  When you get one of those cold/wet days, it takes forever to get that chill out of your bones!
