Sorry to hear about such an awful transaction. I hope to never put a borrower/agent in a position like this. I would report it to the CFPB to investigate. It may not bring any closure/resolution to your buyer, but it may force Banc of California to review its policies/procedures and keep this from happening to somebody down the road.
