My next door neighbor's 2 dogs bark a lot. We have an agreement, that I call her, not HOA security or property management, when it's at the annoying level. Her dogs in part, are why i can't work from a home office past 9am.
I text her when it's bad, she agrees to come home from where ever she is to silence them. Luckily, they go with her on trips and day excursions. I did hvae to initially-politely confront her. But, in our jobs, we as a lot of tough questions and negotiate, so I just treated her like the other agent and professionally found a compromise. (But, she knows that I can easily call Security or the HOA...so I do have some leverage to keep this civil).
When I lived in a house, I actually took my neighbor to arbitration and got the matter settled; before you ask, that was 1998 and I have no recollection the dispute or who was disputing who. I just know that's how I ended it.

My neighbor downstairs had an issue with us because they said it sounded like were jumping upstairs late at night and that the dog's poo/pee matt (patch of astroturf) on the patio was starting to smell. We replaced the matt, said we would take more care to replace it each month, and told them that the dog is restless, so sometimes at night, since he is a big dog, he will jump up and down from the couch at night. Everything is okay now.

I have a neighbor who has a beef with anything that makes noise, and that would be my lawn service and my Labradoodle. He threatens the hard working landscape crew (this is during normal daylight hours) and complains whenever my dogs lets out a single bark - even when he's inside the house.

Seriously, you should serve notice to the neighbor that he is financially responsible for the damage and the mess. A letter from an attorney notifying them of this might make an impression.

Except for garbage day, my recommendation is to keep it locked away somewhere. Up north in CA, you need to do that for bears. Most keep their garbage in the house somewhere, bears are less likely to come in. They will try to tear open dumpsters even.

We've had a couple of dog issues in the neighborhood.
The neighbors would leave their dogs out in the daytime, late at night or overnight if they were out late or out of town. They'd bark that anxious type of loud, continuous alarm barking. The daytime was bad enough, but they'd wake us at night.
Neighbors (even those on the next street over) talked with the neighbors, left notes in the mailbox and called animal services. It was rough for a while.
The neighbors seemed to think there wasn't an issue. They finally came around. They posted a video camera in the backyard to prove to themselves what their dogs were or weren't doing what everyone has been saying and to their credit, they solved the problem.
