how can you pull a permit without a street number assigned and a street name? the water/sewer dept. in my town assigns the home number on the lot.... one needs a source of water/sewer in order to receive a building permit and a release of the lot by the town for building purposes....

It is an interesting question. Some insurance companies may be satisfied with a PO box or an "in care of" contact and their address for billing purposes. The insurance company also needs to know what they are insuring. It may be a property, a person or part of a person (i.e. a body part), a business, an event, a ship, a spacecraft, a lottery or one of numerous other things.

Maybe not all but I am sure there is insurance out there that will cover it, just have to look around. Maybe avoid the big name guys and go local.
