Sandy and Norm - I imagine it must be some kind of government requirement, right?

I can think of 2 reasons:

1) It is more economical for them to make all the machines the same

2) could help for blind passengers w/ drivers.  they could still use as driver pulls by window.

so blind or legally blind clients can use the atm>

The only practical answer I can think of is if a driver has a vision-impaired passenger in the back seat.

Wow, at "drive-ups"? That is pretty scary. But maybe all ATMs are built the same and that is just part of the design, walk-ups and drive-ups.

It was a dark and dreary night in 1986............and that's why there's braille on drive-up ATM's!

That is a good question and my only thought was they dont know if the atm would be placed inside or outside. 

Well...... I've never thought about it before :)
