1) It is more economical for them to make all the machines the same
2) could help for blind passengers w/ drivers. they could still use as driver pulls by window.

The Answer: The Americans with Disabilities Act requires all barriers to services for people with disabilities be removed. Atm machine manufacturers, not knowing what the specific placemnt of the ATM machine will be, build them all with the possibilty in mind that the location could be a walk-up location accessible by people with sight disabilities.
