I'm with John on Realty Juggler at $99 a year. However, if you are in a large sophisticated system where you are doing more than selling real estate like being a builder and/or a developer I would look at SaleForce.

Most effective CRM?
This is completely dependent on what the user needs to accomplish.
Some simply need a digitized roll-a-dex.
Others want very granular database search capability. (gender, interests)
Some need drip campaigns and newsletters.
Others, who are look under the hood into the new economy have need of greater sophistication regarding technology (not the 1980's technology on which most CRM's are based) that integrate with real inbound marketing principles.
Then, even with the greatest of tools and resources, the agent who refuses to understand their local market and adapted their materials accordingly is unlikely to be effective regardless of the CRM for with they pay.
I use WiseAgent and SugarCRM.
