Cindy Davis -- I DO term this a success. I have received around 80 "leads" for Sellers in the last 3 weeks. Because the "leads" give me the property addresses, I can get the property owner's name and address. I am sending a flyer to each of these.
At the moment I think I will get at least one listing appointment for a very upscale property. I am pouring a lot of my own energy into this project. I do want more appointments for my efforts.

PIPL, the company I work for, is pretty well known for exactly this.
With FILES our data append product you can get phone numbers for 20 cents a match, with no monthly or yearly contracts.
You simply upload your list as a csv, xlsx, or txt file and download the completed list (including phone number owners, in your case) as a csv.
You can try a few phone numbers for free (does not include mobile numbers) using PIPL’s search engine (https://pipl.com) to get an idea of what FILES can do.

I would advise you to implement the inbound component of the lead generation service. (LG was creating this a short time ago) When in place, use EDA stategies to get the homeowner to your landing page.
If you have the address of the respondent, you really don't need the telephone number. There is a REASON they did not provide the number. If you choose to invaldiate that persons REASON, prepare for the consequences.
My advise, spend your money on advertishing in the community HOA directory. I think you know what you get in return for that advertising fee.

I have used 411.com and they have (or had) reverse address and reverse phone directory.
Redfin, BTW, is a competitive brokerage. They give refunds back to their clients.
