Sometimes I do, and sometimes settlement companies provide free home warranties. For example, CVTitle in Chantilly provides every buyer that closes with them a free First American Home Waranty.

I always recommend them. I don't "provide" them. I have my sellers provide them when we list and for buyers I write into the contract that the seller pay for a one year warranty. I've never had a deal go sour because a seller refused to pay.

No. In my area average sales price of a home is 150K. $400-500 home warranty is a HUGE closing gift ( I'm assuming you are doing it as a closing gift) in this part of GA.
