The seller knew they did not have a meter and were not paying for electricity.  They should have disclosed it.

The home inspection report should have shown something.  Not necessarily a shout from the rooftops that there no meter, rather there may be a subtle comment such as "No meter present."

You'll have to hash out who is responsible, but it seems to me that the seller should be responsible for what they used.  Buyer should be responsible for the mete and electricity used starting at the time of ownership.

The seller and listing agent have a duty to report anything they are AWARE of..It is diffiult however to prove that someone was aware of something!

Who is responsible depends on the method used to sell the home.

Some methods place all due diligence responsibilities on the buyer. The buyer may be obligated to pay for new meter and unpaid service as calculated by the utility.

I trust you got a great deal. 

I am certain the real estate professional you hired advised the same as well as any recourse available to you.
