Certifications

Scott L. Perry, Real Estate Paralegal and Land Title Specialist, is a graduate of the Western School of Health and Business Careers, from which he earned his Associate Degree in Paralegal Studies as well as his Paralegal Certificate.  Mr. Perry brings more than twenty years of paralegal experience to the table and has been directly involved in the land title industry for nearly eighteen years.

Mr. Perry began his paralegal career as a Litigation Support Specialist, working for such firms as Westinghouse Electric Corp., PPG Industries and US Steel.  His responsibilities included assisting with discovery production and document review on a number of high-profile product liability and toxic tort cases.  His introduction to the land title industry came in 1996 as a Closing Coordinator for an appraisal and title management company, where he performed pre-closing document preparation, settlement scheduling and general customer service duties.

After several years as an in-house examiner for a Philadelphia-based title agency, Mr. Perry founded Jireh Business Information Solutions, Inc., a regional title abstracting and paralegal research firm servicing thirteen southwestern Pennsylvania counties. In addition to serving in the role of Chief Title Examiner, he was also responsible for hiring, training, motivating and supervising a staff of four in-house title searchers.  An innovator and entrepreneur, his company was among the first in the region to implement the concept of the “mobile field office” utilizing vehicles specially equipped with portable computers and printers, with the capability of delivering a finished search product directly from courthouse to customer in “real time.”

In March 2004, he conceived and co-founded the National Association of Land Title Examiners and Abstractors (NALTEA), the first and only nationwide trade industry group devoted exclusively to the concerns of real estate title examiners and abstractors.  As a member of its founding Board of Directors, Mr. Perry was instrumental in defining NALTEA's organizational objectives by authoring its Mission Statement and crafting a significant portion of its Bylaws.

Mr. Perry is currently active as a consultant to the energy exploration and telecommunications industries, conducting field research to verify ownership of surface, oil & gas and mineral interests.  He has worked successfully with attorneys, land agents and brokers to identify potential opportunities for natural gas development in the northern Appalachian Basin, with particular emphasis in the Marcellus Shale play.

Mr. Perry is a lifelong resident of Westmoreland County and a community leader. He is an active member of Suburban Community Church in Irwin, PA where he serves as a Deacon and leads an outreach group ministering to the needs of the homeless and underprivileged in the greater Pittsburgh region.  He is also certified as a Critical Response Support Team Chaplain by the Billy Graham Evangelistic Association.  A veteran of the U.S. Army Reserve and the Pennsylvania Army National Guard, Mr. Perry is a staunch supporter of veterans' causes and has organized fundraising events for the Wounded Warrior Project, a private non-profit group which provides counseling services and financial support to combat-injured service members to assist them in their transition back to civilian life.
