Penn Florida apparently paid their property taxes without taking the discount.  Does something like this indicate a cash flow issue?

Penn Florida Realty Corp paid their 2009 real estate taxes on the last day prior to delinquency.  Does this mean Penn Florida Realty Corp is having a cash flow issue?
